Generating quarterly avoided costs from impact profiles

Once we have calculated the impact profiles we can then calculate avoided cost data for the CET. While an impact profile is hourly for one year, the avoided cost data for the CET forecast forward thirty years, but only have quarterly values, i.e. four per year.

CEDARS then generates 30 year quarterly avoided costs using the impact profile and the corresponding PAs avoided costs for generation, transmission, and distribution.
