The CET was updated to include the societal cost test; but please note that the societal cost test outputs are being set to zero while the calculations and avoided cost data are updated in the next CET release, which will be coming out soon.
The CET was updated to add more RIM outputs and updated rate data driving those metrics, as well as some other small updates noted in detail below.
Pursuant to Decision (D.) 24.07.015 Adopting the Societal Cost Test (SCT) the CET will produce SCT calculation outputs for both base and a high social carbon cost (SCC) scenarios. Beginning with the next CET release 25.1, all EE cost effectiveness outputs including budget forecast filings and individual CET runs will include the SCT base and high case scenario outputs for informational purposes.
The SCT follows the same calculation equation as the Total Resource Cost test (TRC) so there are no additional fields or calculations for users to consider; however, the SCT uses different assumptions than the TRC equation.

The gas and electric utility rate tables referenced by the CET for RIM test calculations were updated. The new tables reference IOU rates in effect as of 2024 extending through 2074 for each tariff and will be updated concurrently with future biennial avoided cost updates.

The CET input file data specification now includes a new data field called “FuelID” that the CET will use, beginning in 2026, to identify fuel substitution measures to correctly apply supply costs in the cost effectiveness calculations.
For PY 2025 CET runs, users must include the field in CET input files, or the system will generate an error message; however, the field may be left blank until implementation begins in 2026. The CET will continue to reference the Measure Impact Type field to identify fuel substitution measures pending future updates to a VEA Decision.
UnitTaxCredits
Addition of an UnitTaxCredits field in the Measure table. Field is placed after MiscBensDesc in the table column order.
Users may include in this field Inflation Recovery Act tax incentives for energy to the cost calculation to capture the additional benefits of measures eligible for IRA tax credits.
The CET will sum UnitTaxCredits values with other benefits in the TRC calculation to reflect the way IRA credits have factored into potential and goals research. This new field is required for the data input specification but may be left blank.
Given the uncertainty of the IRA credits in the future, program implementers should work with their program administrator to determine appropriate values to include in this new field.

In the CET validation rules, NMEC MeasImpactTypes are exempted from the rule that requires advanced replacement (MeasAppType = “AR”) measures to have a remining useful life value (RUL_Yrs) greater than zero.
In 2020 the DEER database MeasImpactTypes for NMEC were:

Two years later the 2022 DEER database added two new NMEC MeasImpactTypes for fuel substitution measures:

The existing validation rule was written before the fuel substitution options were added in 2022 and only exempts measures where MeasImpactType does not equal “Cust-NMEC-Pop” or “Cust-NMEC-Site”. Therefore, fuel substitution measures have not been exempted from this rule when they were supposed to be exempted.
