MCAL Budget Filing 2026-2027 Specification Update

Budget Filing & Application module in CEDARS was updated to facilitate the MCAL (Mid Cycle Advice Letter) Budget Filing submissions for 2026-2027.

Archived Data & Record-level Downloads

We archived 2026-2027 TUAL budget filing data to provide a clean slate for the MCAL submissions. Download Archive of 2026-2027 True-Up Budget Filing

Button labels have been updated to include information if that data has been superseded by a newer submission, making it clearer to users what data is current for filing years.

Button 2024-2027 Budget Filing renamed to 2024-2027 Application Filing.

MCAL 2026-2027 Budget Filing submissions can be downloaded once PA’s have submitted.

New Fields Added to Measure Table

FuelID

  • A new field FuelID has been added to the Measure table (placed after MeasImpactType).

  • References: CEDARS FuelID Value List

  • Purpose: Identifies fuel substitution measures for accurate cost-effectiveness calculations starting in 2026.

  • If FuelID is not populated the CET will reference MeasImpactType field for fuel substitution

  • This field must be included in the CET input file, but it may be left empty.

UnitTaxCredits

  • A new field UnitTaxCredits has been added to the Measure table (placed after MiscBensDesc).

  • Purpose: Allows inclusion of IRA tax incentives in TRC calculations, reflecting their impact on potential and goals research.

  • Output Fields:

    • TaxCredits

    • TaxCreditsGross

  • This field must be included in the CET input file, but it may be left empty.

Renamed Measure field PA to IOU_AC_Territory

Validation Update

Updated Validation Rule for Measure.RUL_Yrs so that NMEC fuel substitution measures are now exempt from the rule requiring AR measures to have RUL_Yrs > 0.

Statewide Program Allocation Enhancement

  • Lead PAs can now Submit and Allocate statewide programs in one action when confirming budget filings.

  • This eliminates manual allocation in the programs module and mirrors the coordination flow used in the Claims module.

Inclusion of Advice Letter field and URL field, and URL field for Application Number

  • The functionality of the "Application Number" field has been enhanced by adding an Advice Letter field and URL fields.

  • These fields are editable at any time if you are the program administrator.
