Deemed Measure Load Shape Repository
As a consultant to the CPUC, DNV is leading the effort to create a library of deemed measure load shapes on CEDARS. This is needed to enable the measure package developers and PAs to upload 2-3 load shapes for each deemed measure permutation in the eTRM for PY2028. These load shapes will be used to determine the quarterly avoided costs for each deemed measure claim as an input to the CET. It will be important to leverage the viewing/calculation capabilities that were developed for the impact profile library. We think there will also be a need to have a second sandbox library that would enable measure package developers to upload load shapes pertinent to a given measure package in preparation for their CET runs. This will need to be ready for use by measure package developers by mid-late spring 2026.
This effort is intended to enable the replacement of the legacy DEER load shapes--many of which may no longer accurately represent the hourly distribution of savings--to improve the accuracy of the TSB and TRC of deemed measure.

Load shape library: Load shape upload and file validation
The Load Shape library is similar to the impact profile library.
As a PA user, I want to access the load shape area in the Impact Profile module, where I can select a draft measure package from the eTRM list and view the list of unique load shapes in that measure package, so I can determine which load shape data to prepare and upload to create load shape derived impact profiles.
PA users have access to the load shape area within the Impact Profile library
When a PA user goes to add a load shape, they can view the draft measure package available to their PA
They can select a draft measure package, and CEDARS displays the measure packages' unique load shapes list
If no draft measure packages are available, a clear message explains what this means and what to do next
If the package details cannot be loaded, a clear error message is shown that does not assume prior setup or existing data
Display the date the list was last synced
As a PA user, I want to upload a load shape file for a draft measure package.
File upload succeeds
Upload is linked to the selected draft measure package
UI confirms upload success
As a PA user, I want CEDARS to read and validate my uploaded load shape file so I can immediately see whether the data is usable or needs fixing.
Files with multiple 8760 series are parsed successfully
Validation runs on each 8760 series
Invalid series are clearly identified
Multiple validation errors are returned and displayed together

eTRM enhancement to provide the full precision of the UEC and UES values in the restricted Postgres database (only) is scheduled to release on Thursday 3/12

Update
After starting work, our software team would like additional time to test this enhancement request before deployment. As a result, this enhancement won’t be included in the upcoming Release 3.5.2 and will be moved to the next release. I will send an update with the new schedule date as soon as we complete the testing.

This enhancement has been released to eTRM production as of 3/26/2026. The
restricted.latest_permutations now show all the decimal points.
