Add missing fields to the Active dash output download to match Confirmed dash download

As a Program Administrator, I want Active and Confirmed Dashboard downloads to have the same fields.

While investigating the SavingsDate field, we identified broader inconsistencies between the Active and Confirmed Dashboard downloads.

Review the purpose of each download and define a consistent approach to:

  • included fields,

  • naming conventions,

  • intentional differences, and

  • opportunities to align or consolidate the downloads.

    Hello @Jake Richardson (PG&E) @Roopa Reddy @ecorona2 @corina.jump, this work is now available on cedars-2 for testing.

    Here is a list of the changes made:

    Changes to the Active Dashboard Download CET Output file and the Confirmed Dashboard/Data tab Claims record-level download file:

    • All missing output fields (those included in the Confirmed file but missing from the Active file) have been added to the Download CET Output file on the Local and Statewide Active dashboards, with the exact fieldnames. The Confirmed file still contains the user-friendly fieldnames.

    • IOU_AC_Territory has been added to both the Active and Confirmed files

    • SiteID has been added to both the Active and Confirmed files to ensure that it is still downloadable from the Active dashboard after the Download Claim Inputs file has been removed (see below)

    Additional changes to the Claims dashboards:

    • The Download Claim Inputs file has been removed from the Local and SW Active dashboards.

    • "Record-level" has been removed from all "Record-level Measure Input and Cost Effectiveness Output” cards (Local and SW, Active and Confirmed)

    Changes to download file names:

    • The file names downloaded from the Active/Confirmed dashboards and Data tab have been made consistent with one another but explicitly denote "Active"/"Confirmed".

    • “Unallocated” has been added to the SW confirmed claims file download name (from both the SW Confirmed Dashboard and the Data tab).

    • Below are the changes made to each download name:

      • Local Active Dashboard:cet-output.csv → [PA]_active_claims_records_[claim year].csv

      • Local Confirmed Dashboard / Data tab PA download:[PA]_claims_records_[claim year].csv → [PA]_confirmed_claims_records_[claim year].csv

      • SW Active Dashboard:cet-output.csv → sw_active_claims_records_[claim year].csv

      • SW Confirmed Dashboard / Data tab SW Claims download:sw_claims_records_[claim year].csv → sw_unallocated_confirmed_claims_records_[claim year].csv

      • Data tab 'All PAs' Claims download: all_pas_claims_records_[claim year].csv → all_pas_confirmed_claims_records_[claim year].csv

        @corina.jump Thank you for flagging this - I notice in this screenshot that the text on the download cards are incorrect as well. We will look into both things together and share an update as soon as possible.

      I validated the updates to the PA dashboards in cedars-2:

      • Confirmed that download file names were successfully renamed in the Local and Statewide Active and Confirmed PA dashboards.

      • All record-level downloads now consistently use the title "Measure Input and Cost Effectiveness Output”

        Sample screenshot is attached:

      • Verified that the IOU_AC_Territory and SiteID fields are included in all downloaded files.

      • Confirmed that the Active and Confirmed dashboards contain consistent header fields, with the Confirmed dashboard displaying user-friendly field names.

    Notes from today's Dev Demo (7/29)

    • Roopa likes the idea of having both the active and confirm dashboards serving the same file

    • But Eric Corona raised that it's helpful to have the exact fieldnames (active dash) instead of the user-friendly names (confirmed dash)

    • Jake suggested that if we go forward with using the same file, providing a mapping key/data dictionary to the CPUC staff may work well. We already have a Featurebase ticket for providing metadata -> https://cpuccedars.featurebase.app/p/provide-metadata-for-cet-outputs)

    • We need to wait for Amy's input on this, so we will continue with them being separate and look into consolidating them in the future

    Notes from Dev Demo (9/9)

    • The Claim Inputs download can be removed from the Active Dashboard because theDownload CET output file will be updated to contain the Claim input fields.

    • The output file download names on the Active and Confirmed dashboards will be updated to be consistent with one another (but explicitly denote "Active"/"Confirmed".)

      • Active Dashboard: cet-output.csv → [PA]_active_claims_records_[current claim year].csv

      • Confirmed Dashboard / Data tab: [PA]_claims_records_[current claim year].csv → [PA]_confirmed_claims_records_[current claim year].csv

    • "Record-level" will be removed from the "Record-level Measure Input and Cost Effectiveness Output” cards on the Active and Confirmed (Local and SW) dashboards for simplicity, because the Measure inputs and CET output are "record-level" by nature.

      SiteID to be added to both downloads:

      Because the Confirmed Dashboard download does not contain the Claim input field SiteID, removing the Claim Input download from the Active Dashboard will make SiteID values inaccessible.

      SiteID will be added to the Active Dashboard output download to ensure that it is still downloadable, and then to the Confirmed Dashboard download in order to maintain consistency between the two dashboard downloads.

    Preserve IOU Territory in SW Program Record-Level Data

    The SW program download is a great addition that preserves original SW program inputs and outputs prior to allocation. There is one exception: the PA field is now overwritten with “SW”. This effectively loses the one CET input that ties each original claim to the avoided costs and tariffs that are used to calculate benefits and bill savings, respectively. It would be best if the SW Program record-level data preserved the original IOU territory. Perhaps it can be reported in an additional “IOU Territory” field if parties feel that reporting it in the existing PA field might lead to confusion.
