Preserve IOU Territory in SW Program Record-Level Data

The SW program download is a great addition that preserves original SW program inputs and outputs prior to allocation. There is one exception: the PA field is now overwritten with “SW”. This effectively loses the one CET input that ties each original claim to the avoided costs and tariffs that are used to calculate benefits and bill savings, respectively. It would be best if the SW Program record-level data preserved the original IOU territory. Perhaps it can be reported in an additional “IOU Territory” field if parties feel that reporting it in the existing PA field might lead to confusion.
