CET: Provide metadata for outputs

As a user, I want CEDARS to provide metadata and descriptions for CET output fields so that I can easily understand and utilize the data without confusion.

Description:
CEDARS currently only provides metadata to describe data PAs submit; the CET output fields are not similarly described for users. Multiple users (PAs and others) have requested Cedars offer a data dictionary/metadata field description for the CET output fields.

Program administrators and other users need clear definitions and context for CET output fields to interpret the data accurately and efficiently. Currently, this information is lacking, which can lead to misunderstandings and misinterpretations.
