Update MeasDetailID to validate against InstallationDate instead of claim year

Add validation rule that InstallationDate must be greater than or equal to the MeasDetailID start date

Add validation rule that InstallationDate must be less than or equal to the MeasDetailID end date

Remove the requirement that MeasDetailID is valid in the claim year
