Removed validation rules

For Fuel Substitution measures, CEDARS now accepts positive savings values in UnitkWh1stBaseline and UnitTherm1stBaseline.

Revised Fuel Substitution savings calculations

For Fuel Substitution measures where the uploaded row has positive values in both UnitkWh1stBaseline and UnitTherm1stBaseline, CEDARS will now:

1. convert the Therm savings to kWh,

2. add the converted savings to the kWh savings,

3. zero the Therm savings.
