CET

The CET has been updated in version 25.1 to address issues in the 2024 Gas Avoided Cost tables, Societal Cost Test (SCT) calculations, and to update RIM calculation code, FuelID validations, and the CET’s output fields. This version of the CET utilizes the same input file that was updated for version 25.0 in May, 2025. Please read on for information about each update in this release.
An error in earlier interpretation of the gas avoided cost tables in the E3 ACC resulted in the CET referencing the 20-year methane leakage values instead of 100-year methane leakage values. This has been updated (see documentation on CEDARS, below) with CET version 25.1 now correctly referencing 100-year methane leakage values. While testing the table update, PAs noted that their gas measures showed lower gas benefits in the range of 1% lower.
For the version 25.1 release, the Societal cost test has been fully implemented and results of this test for both the base and high case scenarios are shown in the outputs table.
Version 25.1 updates the RIM calculation code with intermediary calculations to properly take into account fuel substitution and rate data necessary to calculate rate impacts for CET avoided cost versions 2024 and 2026, as well as updated logic to apply the correct year of rates to the RIM calculations.

RIMBenGas – Calculates bill increases for the new gas fuel in fuel substitution; used to populate BillIncrGas.

Version 25.1 includes a validation for the new FuelID field that was added to the CET input file specification in 25.0. This field is required in the input file as part of the data structure, but the field can be left empty for 2026-2027 budget filings and claims.
For measure packages without a FuelID where the field is left empty, namely pre-2026 measures, the CET will reference MeasImpactType to determine if a measure is fuel substitution. This only applies prospectively to 2026- 2027; this does not apply if PY2025 is selected.

These changes ensure the CET aligns with current CPUC cost-effectiveness policy expectations, particularly in valuing societal impacts and tracking real ratepayer costs when fuel switching occurs.
