Add Goal Attainment Summary Bar Chart by for IOUs on the Confirmed Dashboard in the Claims Module

User story

As a user, I want to see a bar chart in the Claims Module on the Confirmed Dashboard that shows the IOU goal attainment summary, allowing me to monitor the performance of program administrators' portfolios.

Background

This feature addresses a request from Jake at PGE, who prefers that goal attainment reporting remain on the CEDARS dashboard, avoiding integration with PowerBI. Given the complexity of managing calculations across multiple Regional Energy Networks (RENs) and non-IOU Program Administrators, centralizing this metric on CEDARS reduces complexity and the risk of misalignment. https://cpuccedars.featurebase.app/p/update-cedars-site-navigation-and-incorporate-new-powerbi-dashboard

Requirements

  1. Bar Chart Display: A bar chart is displayed on the Confirmed Dashboard within the Claims Module, visible to all users

  2. Data Labels and Metrics:

    • Each bar is labelled with the percentage achievement.

    • Metrics to display:

      • TSB vs. Goal (Total Savings Benefit): % Goal Achieved

      • C&S Savings vs. Goal (Codes & Standards Savings): % Goal Achieved

  3. UI and Usability:

    • The bar chart is accessible and easy to interpret, with clear legends for TSB and C&S Savings goals.

    • The data label on each bar shows the precise % Goal Achieved for each metric.

    Hi Sonja, the text on the goal attainment page is a bit outdated, so I updated it to: “Commission Decision (D.)23-08-005 established IOU territory goals for 2024-2035 for incentive programs, expressed as Total System Benefit (TSB), and Codes and Standards programs, which are expressed in terms of net savings (GWh, MW, MMTherms.)

    Energy Savings Assistance savings achievements do not contribute to IOU goals.”

    @cedars team Sonja, as mentioned in 10/8 dev demos meeting, the text on the goal attainment page must be updated to include 74% of CCR REN for PG&E. Thank you.

    Feedback from Today's Meeting

    1. Conduct a poll to determine whether to place the bar chart on the PA confirmed dashboard or the All confirmed dashboard.

    2. Remove the total row from the report.

    3. Eliminate total values for options that are not scored against goals.

    4. Consider whether we still need tables if we include the bar chart.

    5. The table is useful for pre-2024 summaries, especially where IOU and C&S are combined.

    6. Use purple/pink to represent values under 25% instead of red/coral, as this summary will be displayed for Q1, and red may imply an alarm.

    7. We need to include new PAs in the REN/CCA information notes.

      I have reviewed the Goal Attainment Summary Bar Chart in staging.

      1. PG&E numbers look good to me as the bar chart metrics matches with the goal attainment table below in the Confirmed Dashboard within the Claims Module.

      2. $ label must be removed from C&S Claim YTD GWh, MW, MMTherms savings in Program Primary Sector, Program Segment, and Program summaries.

      3. Regarding the note “Pacific Gas & Electric goal attainment values include accomplishments from BayREN, RCEA, TCR and MCE” above the bar chart, the RENs and CCAs list is incomplete.

        I think a generic note such as ‘’Pacific Gas & Electric goal attainment values include accomplishments from Regional Energy Networks (RENs) and Community Choice Aggregators (CCAs)” is preferrable since the RENs and CCAs list may vary over time.

      4. Suggestion: We need a lookup table that lists all RENs and CCAs along with the IOU(s) they are associated with. If a REN/CCA is associated with multiple IOUs, then % contribution to each IOU goal attainment must also be included. The lookup table may reside in the Specification Dashboard.

    Pacific Gas & Electric goal attainment values include accomplishments from Ava Community Energy, Bay Area Regional Energy Network, CleanPowerSF, Marin Clean Energy, Peninsula Clean Energy, Redwood Coast Energy Authority, Rural REN North, San Jose Clean Energy, Sonoma Clean Power and 45.6% of Tri-county Regional Energy Network.

    Southern California Gas goal attainment values include Therm accomplishments from Inland Regional Energy Network, Southern California Gas, Southern California Regional Energy Network and %54.4 of Tri-county Regional Energy Network.

    San Diego Gas & Electric Gas goal attainment values include accomplishments from San Diego REN.

    Southern California Edison's goal attainment values include kW and kWh accomplishments from Inland Regional Energy, Southern California Regional Energy Network, and %54.4 Tri-county Regional Energy Network.

    The latest version of this is up on staging, and there are a few changes to be made:

    1. I realised I made a mistake the percentage signs (%) need to be placed after the numbers.

    2. The guidance is generated by code, as it ensures everything stays up-to-date. I've asked if it can be updated to display the long names instead and to include the % amounts for the accomplishments

    3. I've updated the legend in the design to reflect how the charts should appear when the values are at 0%.

    Hi Jenn,

    I understand that CCREN savings percentages outlined below in the goal attainment summary are based on the PD. I had suggested during 1/28 CEDARS dev demos meeting to use a weighted factor to allocate CCREN’s TSB ($) to the IOUs since we now have TSB goal.


    I would like to defer the decision on the allocation percentages to staff/stakeholders.

    We have a maintenance release scheduled that should resolve this issue, along with finalizing the ticket for the updated goal attainment chart using weighted factors.
