Add Goal Attainment Summary Bar Chart by for IOUs on the Confirmed Dashboard in the Claims Module

User story

As a user, I want to see a bar chart in the Claims Module on the Confirmed Dashboard that shows the IOU goal attainment summary, allowing me to monitor the performance of program administrators' portfolios.

Background

This feature addresses a request from Jake at PGE, who prefers that goal attainment reporting remain on the CEDARS dashboard, avoiding integration with PowerBI. Requirements

1. Bar Chart Display: A bar chart is displayed on the Confirmed Dashboard within the Claims Module, visible to all users

2. Data Labels and Metrics:

   • Each bar is labelled with the percentage achievement.

   • Metrics to display:

     • TSB vs. Goal (Total Savings Benefit): % Goal Achieved

     • C&S Savings vs. Goal (Codes & Standards Savings): % Goal Achieved

3. UI and Usability:

   • The bar chart is accessible and easy to interpret, with clear legends for TSB and C&S Savings goals.

   • The data label on each bar shows the precise % Goal Achieved for each metric.
