Zeros in numeric fields in Summary Claims data should display as 0 (zero) and other numbers should be rounded

Summary Claims dashboard (and possibly other places) display zeros as, e.g. 0E-30. Let's make those '0' zeros.

The expected behavior is for the dashboard display to only show two digits past the decimal, but for downloads, it should show all precision without extra zeros.
