Avoided cost combination rejected

I was trying to run a CET for SEM projects and received the following ACC error. However, based on the ACC valuelist downloaded from the CEDARS website, the following combinations appear to be valid, so I’m wondering if there was a system update.

    CEDARS validation is working as intended; the target sector and end use values were swapped in the input file.
