Update REN/CCA related notes in the Dashboard views

Goal Attainment Summaries for Claims and Budget Filings include a header note listing the individual RENs and CCAs. Since this list is subject to change, it would be beneficial to have (1) a generic note that says RENs and CCAs are included in the accomplishments and (2) have a separate page that documents the detail along with the allocation factors applied to split the applicable REN/CCAs data among the IOUs.
