Update button "2024-2027 True-up Budget Filing" on Record-level page

The current report label in CEDARS reads:

2024-2027 True-up Budget Filing

This is incorrect. It should be:

2024-2025 True-up Budget Filing

The label should match the actual data available for download from CEDARS which is the years 2024-2025 seen as 2026-2027 was archived.

Additionally, the timestamp currently shown does not reflect the date/time of the actual download. The timestamp should be updated to display the date and time that the file was downloaded.

2024-2025 True-up Budget Filing should also appear after 2023 Budget Filing button once the label is fixed.
