Unable to update the program segment for SW HVAC AE program

The SW HVAC AE program is going to be targeting the resource acquisition segment. I would like to update PGE program IDs from Market Support to Resource Acquisition.

In cedars-3/testing, in the Program module,

Step #1: filter for the following program ID PGE_SW_HVAC_AE_NonRes.

Step #2 Upon selecting the program, the following error is encountered.
