SW Claims Unallocated Record-level Measure Input and Cost Effectiveness Output

As a portfolio administrator, I believe it would be beneficial to include measure input in the cost-effectiveness output download. This dataset will significantly aid us in responding to data requests and program analyses.

Alternatively, downloading each IOUs record-level download from the Data menu and consolidating the inputs is inefficient.

    After looking into this more and discussing with the development team, we can confirm that the file in production for the Confirmed Dashboard and Data tab record-level download for Claims is the unallocated file.


    The real problem was that the IOU_AC_Territory field is missing from that file.


    We will be fixing this as part of this ticket.

    Is there any issues with also including the ProgramCost inputs in the SW unallocated file?

    This ticket was discussed during 08/12/2026 Dev Demo

    Roopa and Corina explained that users need access to the original Statewide Measure inputs and CET outputs before allocation. Current allocated outputs make it difficult for evaluators and implementers to compare unit-level values against eTRM or QC their original submissions.

    The requirement is therefore to preserve:

    • original Statewide Measure inputs submitted to CEDARS;

    • CET outputs produced from those inputs;

    • both datasets before allocation.

    This should ideally be available before the Q1/Q2 deadline. The group was flexible about whether utilities are stacked into one file or provided separately, provided the original unallocated data is retained.

    The discussion indicated that the existing work has partially delivered the original requirement: Statewide outputs can now be self-served through Record Level Data once confirmed, but preservation/access to the original inputs appears not to have been separately implemented.

    I believe that this ticket will be completed as part of the Claim Spec 2026 update. We have performed checks to make sure what’s in the statewide confirmed dashboard and data tab is the same. An those downloads provide the measure inputs. Unless I’m missing some additional functionality @Roopa Reddy ?
