Run CET button on Active dashboard remaining active after being pushed.

After pushing the CET Button on the Active Dashboard, the Button remains "active" (can be pushed again). The expected behavior would be that the spinner will show until the run has finished.

    This is an edge case scenario where two PAs are viewing the same dashboard and one presses the run CET button. It was hard to reproduce.

    Additional information

    This is for the local IOU Active Dashboard. The spinner did appear and when it was finished, but the user expected it to go back to the image below until another submission had been made. This sounds like expected behavior but we may want to investigate on testing.
