RUL_ID and RUL_Yrs tweaks needed

Current rule: RUL_ID is required when ClaimType equals 'Deemed'.

Update to: RUL_ID is required when ClaimType equals 'Deemed' and RUL_Yrs > 0.

Current rule: RUL_Yrs is less than the value of EUL_Yrs when RUL_Yrs is greater than 0 and EUL_Yrs is greater than 0.

The rule is correct as written but is being raised when RUL_Yrs is not zero and is less than EUL_Yrs, which should pass.
