Program Dashboard Fundshift Values are not reflecting YTD totals

As a Program Administrator reviewing fundshift activity, I want the Program Dashboard fundshift values to reflect accurate year-to-date (YTD) totals from monthly reports so I can validate statewide (SW) fundshifts and confirm that budget reallocations have been processed correctly.

    This is the sector dashboard and you’ll see in the attached program level dashboard download that the YTD fundshifts are the ones that were submitted for the month since we only add the net change each month but the view needs to be cumulative like the Sector dashboard
