Participant Output issue with SW programs
Not sure if this was brought up before while I was out. When downloading the SW claims output from the SW Confirmed Dashboard, the Participant Output only includes the SCG programs which were the last group to upload. I think the overriding of the previous Participant Table uploads needs to be PA specific for SW

@GGolden42 and @Roopa Reddy this work is up on Cedars-2 for testing.
We have the following test cases:
When one Statewide PA uploads a new/updated Participant Table, then only that PA's existing records are replaced — other PAs' previously uploaded records remain unaffected.
Given all Statewide PAs have uploaded their Participant Table data for a statewide program and confirmed, when a user downloads the Participant Output from the SW Confirmed Dashboard/Data-tab, then the output includes records from all Statewide PAs that have uploaded data, not just the most recent uploader.
Local PA (non-statewide) programs replacement logic for those programs continues to function as before.

SCE uploaded its Q2 SW data first, followed by PG&E to cedars-2. PG&E’s participant data was appended to SCE’s existing data as expected, rather than incorrectly overwriting it. Screenshot of participant data download is attached below:
