Data fix: Custom claims referencing CMPA value lists

Errors on claims referencing the CMPA_ApplicationIDs: MCE-2023-02-02-502, 1912-703015, and 1912-703018. Issue had been addressed previously, but is still occurring.

Also a data update is required for PG&E measure code values that were previously submit to CMPA that do not allow disambiguation of custom project records when referenced by claims.
