Error with Claims "Reopen Submission" - Duplicate Requests

Amy received an error when attempting to follow a CEDARS Claims notification link to reopen a PA submission. The issue appears similar to the known Monthly Reports bug where the system fails if more than one reopen request is made at the same time.
