Claims 2025 local active dashboard shows SW data for inactive quarters

Expected Behavior:
Only the active quarter (2025Q1) should display data. Quarters not yet active should not display any summary, cost, savings, or program data.

Actual Behavior:
The dashboard shows Statewide data for Q1–Q4 2025, even though those are not active quarters and have no user-uploaded claims.
