Budget Filing CET Output Download inconsistent across browser and devices

Location: Local Budget Filing dashboards

When attempting to download the CET output from the local dashboards, the resulting zip file contents differ depending on the browser being used:

• Safari: The zip file includes all programs with their related Impact Profiles and files.

• Chrome: The zip file only contains a single file, cet_output.csv.

In both cases, the zip file size appears unusually large, even when it only contains cet_output.csv.

Expected Behavior:
Regardless of browser, the download should consistently include only cet_output.csv.

Environments Affected:
This behavior is present in all environments, including production.
