Budget Filing - CEI Upload History download causes server error

Ava is currently submitting their 2024-2027 budget filing so we can remove the EBCE budget filing https://cpuccedars.featurebase.app/p/remove-2024-ebce-budget-filing, but they are unable to download 2025_CET Run_v8.zip (Job ID 2188) from which they need to resubmit.

Steps to recreate:

1. Search 2025_CET Run_v8.zip

2. When click the download under the filename column

3. I get a server error
