Amy is not receiving notifications from PAs to reopen claim submissions.

Not receiving the notifications when 3CREN requested me to reopen their 2024YR submission. Last week there was a related issue producing an error when I followed the notification link to the reopen request, could not reopen.

Let me know if you want to do some 1:1 testing of this feature. Thanks!
