Add a "Goal Construct Survey" document type to the documents tab

Document type should accommodate a zip file upload of multiple files of survey results. Each PA will upload their goal construct surveys by 7/24. Please complete the feature request by ~July 1

      @cedars team Sebastian from our policy team and I competed testing; overall the test results look good to us except for a couple of comments. Here’s a quick summary of what I observed:

      1. I uploaded a zip file containing multiple files (PGE_multiple_files_test.zip), and the upload was successful with no errors or warnings. A green banner “Document successfully uploaded” was displayed.

      2. I was able to successfully download the file PA_uploads.zip, including PGE_2026_Goal Construct Survey_PGE_multiple_files_test.zip, without any issues.

      3. When I tried uploading a non-zip file format, the upload failed as expected and displayed the error message: “This file must be in ‘.zip’ format.”

      4. The system only allows one zip upload per year. When I attempted a second upload for the same year, I received an error: “There is already an upload for PGE in 2026. If you want to replace it, please delete the existing one first.”

      5. I was able to delete a file that I had previously uploaded and then reupload a new version without any difficulties. I was also able to download the same.

      We do have a couple of comments:

      1. Could you please set the default Reporting year (screenshot below) to the current year (for example, 2026) for the upload?


      2. Sebastien’s Comment: If feasible, could you provide an upload confirmation that identifies the submitting party? Since these reports are due by 7/24, it would be helpful for PAs to have documentation confirming that their files were uploaded on time.

        @Roopa Reddy It looks like providing a dated upload confirmation or setting the year selector to default to the current reporting year or period will be new functionality for the Reports and Documents module.

        Since this is new functionality that could potentially apply to all document types, how would you feel about considering it a separate feature improvement? This way, we do not delay the release of the new report type. We can also discuss where what’s required for the confirmation and where it should be displayed during tomorrow's development demo.

          @cedars team Agreed. Your suggestion sounds reasonable to me. We can revisit it after gathering stakeholder feedback and determine whether any adjustments are needed. Thank you.
