Revised energy (kWh and Therm) savings calculations for Fuel Substitution measures, per ED direction. Specific calculations are addressed in the User Guide.

The rule was added to the list of validation conditions in ReadMe to support new validation rules for fuel substitution measures.

• PrgYear from ProgramCost table must match the current FilingYear

• For Fuel Substitution measures, require either:

  • Positive UnitkWh1stBaseline AND negative UnitTherm1stBaseline OR

  • Positive UnitTherm1stBaseline AND negative UnitkWh1stBaseline
