Added validation rules

To ensure filings do not have both InstallationRate and RealizationRate values that are not 1.

Other updates

  • Ensure only one ProgramCost record may be submitted per PrgID.

  • Ensure the ClaimYearQuarter belongs to the filing year.

  • DEER value list sync update: DEER values remain valid in CEDARS for one year past expiration.

  • Ensure that CEInputIDs are different Year-to-Year. Each year, the PA must use a new set of CEInputIDs. CEDARS will check to ensure prior-year CEInputIDs are not submitted

  • Non-ASCII characters will cause a record to be rejected as part of the Tier 1 rules listed in the Readme

  • Temporarily remove valuelist constraint for VersionSource, while leaving cei_spec pinned at the 2017 SoT values.
