Different Measure Packages can use the same base case. An example is a like for like gas replacement measure and a fuel substitution measure often share the same baseline equipment type and load shape.
There may be cases where the UEC is different due a different norm unit.
Being able to share load shapes for the same technology, building type, climate zone, etc would reduce duplication of load shape data in CEDARS and reduce the chance of different load shapes existing for the same technology.
