Leaning toward optional for the email since it avoids forcing notifications on everyone, and the team can send a one-time e-mail blast to the measure developer group (via CEDARS or the team inbox) directing people to opt in.

@Henry.Liu@amarquez is there a preference to have the email notifications optional or required? If we select optional each user will need to go an opt-in to receive the email.

Add email notification when load shape derived impact profile generation completes
As a PA measure developer, I want to receive an email when my load shapes —> impact profiles —> avoided cost data are done being generated.
