PG&E’s goals are correct in CEDARS-2, but the filing values are not. For example, 2026 has 268M TSB (see below by just taking the C&S off the bottom table), but the filing amount shows 204M. Same issue in production.

MCAL - Update SDGE Goal Attainment per P&G Decision Issued on 9/05/2025
Goal Attainment
The TSB, GWH, MW, and MMTherms goals currently listed are outdated and reflect previous targets. A revised set of goals for 2026–2027 was released a few months ago, as outlined in the P&G Decision 9/05/2025. SDG&E’s updated goals can be found on page 22 of that document. Since the current values are based on outdated goals, the corresponding percentages are also incorrect.
