Update validation for unpublished CIP for duplicate E3 Mea Elec End Use Shape

Jake (PGE) noted that when a Custom Impact Profile is not yet published, a duplicated E3 Mea Elec End Use Shape doesn’t raise an error, but also prevents them from moving on and saving it.

Though if published, a duplicated E3 Mea Elec End Use Shape displays an error as expected.
