Update SW_PLA_AE and SW_HVAC_AE_NonRes Allocation factors
Copy the electric factors also into the gas fields for these, so that the therms savings also get allocated. Updates apply to 2026-2031.
PG&E updated HVAC AE already for 2028-2031, but 2026-2027 was locked.
