Update Primary Sector for these two programs – SoCalREN

Please update Primary Sector to "Portfolio Support" for SCR_MS_PortfolioSupport and SCR_RA_PortfolioSupport as these were assigned "Cross-Cutting" in error. We would like this fix in place for the BPA resubmissions due 9/18.

    We have this update applied on cedars-3 if you can please check and let us know if it looks good to you we can run the same fix in production.
