Update Otter so that CMPA is no longer part of workflow

The CMPA is an older site and periodically goes offline.

We could eliminate CMPA from the CPR process

• PAs could upload their BMU files directly to Otter themselves

  • This would save time over the current process where PA uploaded BMU files are downloaded from CMPA and uploaded to Otter by the CPR team.

• Otter could include a shared folder for each project that PAs and ED could use to to post/share project files.
