Update notification banners design to have more visual impact

Suggestions to make the banners more practical:

• Background of the blue banners with black text is hard to see

• Have smaller font, but centered

• Doesn’t have to go all the way across screen (in fact, that almost makes it blend in.)
  Banners should stand out, not blend in.
