Update error message for CIP too many days

Feedback from Jake (PGE):

The error for too many days doesn't seem right.

  • Currently says:

    An error occurred processing your file.

    ['Day numbers must not exceed 366. This file contains a day of 366.']

  • Should say:

    An error occurred processing your file.

    ['Day numbers must not exceed 365. This file contains 366 days.]

    Not applicable anymore as “day_of_year” field is no longer being used.
