Update Claims User Guide – Placeholder Measures Exempt from PII

The user guide should be updated to include information about placeholder measures being exempt from Personally Identifiable Information (PII) data reporting. This ensures users are aware of which measure records are excluded from PII submission requirements and aligns documentation with the current behavior of the Claims module

Add clarification to the following section:
Programs and Measures Exempt from PII Data Reporting

1. Include examples of placeholder measures and how they are handled in Claims.

2. Note that placeholder measures do not require PII data submission and will not trigger PII validation checks.
