Update CET Input Guide with the 2022 file

to update the CEDARS site > Cost Effective Tool Tab> Getting Started Section>CET Input Guide for Third Party Program Implementers Version 1.0 with the CET Input Guide 2022 file and to remove “Version 1.0” from the title

so that the header is not specific to a version and the user has access to the 2022 Input Guide.
