Should the below rules be applied to rebate/incentive-only measures with unit energy savings = 0?

UnitkWh1stBaseline is greater than 0 when (MeasImpactType ends with 'NC-AE' or MeasImpactType ends with 'FuelSub') and (UnitTherm1stBaseline is less than or equal to 0).

UnitTherm1stBaseline is greater than 0 when (MeasImpactType ends with 'NC-AE' or MeasImpactType ends with 'FuelSub') and (UnitkWh1stBaseline is less than or equal to 0).
