Unable to add programs to filing

I was able to initiate the filing but am unable to add programs to the filing in order to upload CEIs.

Steps to reproduce:

1. Go to Budget & Application Filings

2. Go to San Diego REN filing for 2026

3. Scroll to Programs in This Budget Filing

4. Click Add Programs button

5. “Select the programs to add” is blank

6. I edited one program from New to Active per “This list only includes active programs” but it still does not show up.
