Unable to add programs to filing

Testing Feedback

I was able to initiate the filing but am unable to add programs to the filing in order to upload CEIs.

Steps to reproduce:

  1. Go to Budget & Application Filings

  2. Go to San Diego REN filing for 2026

  3. Scroll to Programs in This Budget Filing

  4. Click Add Programs button

  5. “Select the programs to add” is blank

  6. I edited one program from New to Active per “This list only includes active programs” but it still does not show up.

    Hi @SDRN_TEC ,

    We’ll be freshly cloning production data to cedars-2 today. There’s a chance this will resolve the issue you’re seeing, and I’ll follow up once it’s complete to confirm whether you’re unblocked.

    In parallel, we have another ticket in progress that I believe is the root cause:

    Budget Filing Dashboards May Appear Blank


    In short:

    • When Program Administrators initiate or upload MCAL filings, the Local and Statewide Budget Filing dashboards may appear blank.

    • The data is there, but it won’t display until a manual refresh is run.

    • Our team is working on a permanent fix, but in the meantime we’re monitoring and can run the necessary refreshes.

    If the program you’re trying to add is already added in initiation (Is it one listed here when I click remove?), it’s likely just being held up by this issue. In that case, we can manually refresh the matviews that control the dashboards so the data appears.


    I’ll circle back after the clone and check in with you.

      Thank you for the update. The programs have not yet launched so are listed as new in production but will need to be in the MCAL filing. I only updated the status of one program to test if that would resolve the issue, but they should all be included.

        @SDRN_TEC this sounds like a matview refresh issue. New programs can be added to a filing as long as their start year is on or before the filing date and they’re not excluded from filings.

        We’ve cloned production to cedars-2 and included a fix for the table refresh.

        Could you please try initiating and adding the new programs, then let us know if it works as expected with the added program appearing in the “Programs in This Budget Filing” table.

          Hi, the behavior has not changed and programs are not available to be added. They are visible when initiating the filing (I added them all to the filing at that point), but then none show up under “Programs in This Budget Filing” and none show up when I click the “Add Programs” button. All programs do show up under Budget Filing History as having been added.

            Hi @SDRN_TEC

            Thanks for confirming what you can see. I do believe the programs have been added. The overview shows 15, they can be removed via the Remove Program button, and they are included in the download of the table

            The issue is with the tables not populating correctly. The current workaround to get you unstuck is to upload a CEI file, which will refresh the tables. We’re working on automating this refresh at initiation so it doesn’t require the extra step.

              Thank you for your clarification and patience, Sonja! I initially encountered this when trying to upload the CEI file and getting an error that the programs weren’t in the file, but that turned out to be from a completely different cause.
