Currently, uploaded files are linked to the user account, not the Program Administrator (PA) group. If a user switches which PA they are working for, their previously uploaded files appear under the new PA.
This improvement will ensure all uploads remain permanently associated with the PA group that performed the upload, regardless of user changes or reassignment.
Uploads are tied to the PA group, not individual users.
Files remain visible under the original PA, even if the uploader changes PAs.
Consistent behavior across all modules (Budget Filing, Claims, Monthly Reports, etc.).
Current workaround is we create new logins for users who change PA group.
