SW QC feedback file is empty despite table warnings

The "Download QC Feedback" file is empty for a submission that generated table warning messages during upload.

  • Upload Summary: #54

  • Validation showed 4 table warnings

  • QC Feedback file is empty

Expected Behavior:
The QC Feedback file should include any warnings or relevant validation output from the upload process.

    This is now fixed. Statewide uploads will no longer show table warnings related to the separate program cost upload feature, as that feature has been removed. I tested using a file that still triggers field-level warnings, and those are correctly appearing in the QC feedback file.
