SW C&S Claims error due to empty Site and Contact tables

I encountered CEDARS error when uploading a batch of claims with the 'Codes and Standards' program segment. According to CEDARS rules, claims with Program.ProgramSegment equal to 'Codes and Standards' should be exempt from site and contact data validation rules. However, CEDARS returned an error during the upload process.

The test case involved SW C&S claims, and I can share the test file upon request for further investigation.

The expected result was that site and contact validation rules would not apply to these claims.

Actual result: Instead of the expected outcome, CEDARS returned the following error messages:

• ContactClaim table cannot be empty

• Site table cannot be empty
