Submission Timestamp For PA documents

As a PA

I want my document upload to have a time stamp with the initial submission date when it is updated, so that it will not appear to have been submitted late.

    From the October 2025 PCG meeting: Idea to instead send an email when documents are uploaded so the PAs have the email to show when they submit each time.

    Also, do we want to allow updated versions to be submit for some docs e.g. Annual Reports so that the history is preserved when an amendment is submit. And do we want to keep prior versions and/or include redlines like we have for PIPs in the documents for versioning.

    During 11/14 meeting, aligned to move this to the backlog in order to prioritize other items for the 2025 ADP. The IOUs indicated that if they receive an email confirmation from CEDARS to confirm when a report is uploaded, this ticket may not be necessary.
