Stop hosting files for download on files.com

Some of the files hosted on the CEDARS website (e.g. the BFDR, the CET releases) are posted to the CPUC files.com account (previously smartfile.com) and linked to from CEDARS. The CPUC is considering not continuing their subscription for files.com so we should look into hosting all files in CEDARS directly
