Show new SDG&E avoided cost combos for climate zones 6 & 8 in the claim spec value list

New avoided costs for SDG&E climate zones 6 & 8 are correctly appearing in the CET specification ACC value list in the spec update work in staging, but do not appear in the claim specification ACC value list. They should be available in both places.
